WebSkills are cannot be respecced. Its a wonky system. Don't rely on repsecs for anything other than Enhancements or swapping a feat at some later points. If you screw up your feats big time a respec is possible but very painful. Basically plan out your character's feats and especially skills or you can get screwed.
